IMPAK is a good AMS for a small/medium sized organization both in cost and scope of service. We have stuck with ISSI through several upgrades and have invested in a number of customization over the years. One drawback to these customizations is that future releases cost additional funds to fully integrate these changes. Their customer service and response time with questions is suburb but initial training was sub-par.
